Sectors

Sector Regulatory Authorities (SRAs) were defined under Decree No. (42) of 2009 as the Relevant Authorities (Government or semi-government bodies) responsible for regulating the relevant sectors.

Currently, SRAs include:

  • Department of Municipal Affairs (DMA): for Building and Construction Sector.
  • Higher Corporation for Specialized Economic Zones (ZonesCorp): for Industrial Sector
  • Abu Dhabi Water and Electricity Authority (ADWEA): for Energy Sector
  • Department of Transport (DOT): for Transport Sector
  • Abu Dhabi Tourism Authority (ADTA): for Tourism Sector
  • Health Authority-Abu Dhabi (HAAD): for Health Sector
  • Center for Waste Management-Abu Dhabi (CWM): for Waste Sector

Two sectors will be added starting 2011: Education Sector (Abu Dhabi Education Council) and Food Sector (Abu Dhabi Food Control Authority).

The EHS Higher Committee has the authority to include other sectors in future.

Responsibilities of SRAs:

  • Developing the sector EHSMS in accordance with AD EHSMS.
  • Identifying entities within its sector that are required to implement an EHSMS.
  • Review and approval of the EHSMS developed by all entities within its sector, in accordance with the requirements of Abu Dhabi EHSMS and their specific requirements.
  • Monitoring the implementation of the system by its entities through periodical inspection, and auditing of their systems if the need arises.
  • Reporting to Abu Dhabi EHS Center on the performance of the EHSMS at its sector level.

Building and Construction Sector

SRA:
Department of Municipal AffairsThe Department of the Municipal Affairs (DMA) was established in May 2007, and replaced the Department of Municipalities and Agriculture to become the main focal point of all municipal planning and oversee public works projects in the Emirate of Abu Dhabi. The DMA aims to produce efficiencies and higher customer satisfaction in accordance with the National Policy Agenda which represents a new era in municipal services to the general public. As a regulatory body, the DMA supervises the three municipal administrations; Abu Dhabi Municipality, Al Ain Municipality and Western Region Municipality.

SRA:
Higher Corporation for Specialized Economic Zones (ZonesCorp) ZonesCorp was established in 2004 as a government – backed higher corporation for specialized economic zones, it is directly responsible for the establishment, management and operation of specialized economic zones in Abu Dhabi. ZonesCorp is committed to developing the industrial infrastructure in the capital, cultivating a business climate conducive to growth and driving the diversification of the economy.

Energy Sector

SRA:
Abu Dhabi Water and Electricity Authority (ADWEA) ADWEA is a national organization wholly owned by the Abu Dhabi Government, maintaining a separate legal entity, as well as complete financial and administrative independence. ADWEA has been incorporated by virtue of law No. 2 issued in March 1998 to replace the former Water & Electricity Department. ADWEA is responsible for implementing government policy regarding water and electricity sector in the Emirate, including privatization of the water and electricity sector.

Transport Sector

SRA:
Department of Transport (DOT) DOT was established pursuant to Law No. 4 of year 2006, amended by Law No. 5 of year 2008 to cover the entire value chain and ensure fully coordinated planning in all aspects of transport policy and development in the Emirate of Abu Dhabi in cooperation with all relevant local, regional and international stakeholders and partners.
The aim of DOT is to deliver an efficient transport system that contributes to the economic growth, quality of life and environmental sustainability of the Emirate of Abu Dhabi. It also regulates, plans and develops an efficient and well-integrated transport system that serves the public interest by enhancing mobility and delivering safe, secure and environmentally responsible Aviation, Maritime and Surface Transport.

The authority has wide-ranging responsibilities for the development and promotion of the emirate’s tourism industry and international positioning as a world-class destination of distinction.

Health Sector

SRA:
Health Authority-Abu Dhabi (HAAD)
HAAD is the regulatory body of the Healthcare Sector at the Emirate of Abu Dhabi and ensures excellence in Healthcare for the community by monitoring the health status of the population. HAAD also drives programmes to increase awareness and adoption of healthy living standards among the residents of the Emirate of Abu Dhabi in addition to regulating scope of services, premiums and reimbursement rates of the health system in the Emirate of Abu Dhabi.

SRA:
Center for Waste Management
The Center for Waste Management was established in December 2008, the Center is the lead agency responsible for controlling and coordinating waste management activities throughout the Emirate. This includes implementing the waste management strategy and all aspects of service delivery required to establish a full cycle integrated waste management system.
